국가경찰의 2017년 맞춤형복지제도 시행 계획에 관한 고찰
경찰청 복지정책관실은 2003년에 정부기관들 중에서 맞춤형복지제도를 시행하 기 위한 시범실시 기관으로 선정되었다. 2017년은 본 제도가 전격 실시된지 벌써 14년째가 된다. 본 제도의 법적근거는 이른바 ｢공무원 후생복지에 관한 규정｣(대 통령령 제24633호)과 ｢공무원보수 등의 업무지침｣ ‘제10장 맞춤형 복지제도 업무 처리기준’ (인사혁신처 예규, ’17. 1. 20) 및 ’17년 맞춤형 복지제도 단체보험 계약 체결(’16. 12. 23)에 기인하고 있다. 본 제도의 적용을 받는 해당인력은 2017년의 경우 공무원(경찰, 일반직, 한시임기제 공무원 등)이 총 121,149명이며 무기계약 직 및 기간제 대상자는 총 2,089명이다. 2017년도 운영 예산은 총 851억 5,690 만원에 달한다. 이는 전년도인 2016년에 비해 약 7억원이 증액된 액수이다. 2017년 5월 10일 출범한 문재인 정부는 의무경찰제도를 점차적으로 폐지한다는 계획을 내놓았다. 그 대신 문재인 정부는 신임경찰공무원 2만명을 추가로 증원한다고 발 표함으로써 이 분야의 예산은 크게 확대될 것으로 예상된다. 본 제도는 향후 더욱 확대되고 개선되고 발전되어야 한다. 그 근본 이유는 경찰공무원들이 자신들의 경 찰복지가 확대되어야만 치안행정 수행상 부딪히는 스트레스에서 벗어나 건강한 경 찰관으로써 국민의 생명과 재산을 지키는데 매진할 수 있을 것이라는 점에 기인하 고 있다. 끝으로 본 연구에서는 매년 경찰청이 경찰맞춤형복지제도에 대한 계획을 세우고 시행해 나가고 있는 과정들을 하나씩 살펴보고 개선된 영역과 과정들을 심 층적으로 고찰해 보는데 목적을 두고 진행되었다. 본 제도가 해마다 증가 및 개선 되고 있는데, 이는 경찰들의 복지향상을 위해 매우 바람직한 현상이라고 평가된다.
A Study on the National Police Plan for the Implementation of Customized Welfare System in 2017
In 2003, the Welfare Policy Office of the National Police Agency was selected as a pilot institution to implement a customized welfare system among government agencies. It is already 14 years since the system was implemented in 2017. The legal basis of this system is 「Regulations on welfare of public employees」(Presidential Decree No. 24633) and 「Guidelines for the maintenance of public servants」‘Chapter 10 Customized Welfare System Standard’ (Human Resources Innovation Yeegyu, '17.1.20) and ’17 years Customized welfare system Group insurance contract (’16.12.23). In 2017, The personnel covered by this system are a total of 121,149 civil servants (police officers, general officers, and Temporary employees), and 2,089 workers in the contracts and fixed-term contracts. The operational budget for 2017 will total 85.156 trillion won. This is an increase of about 700million won compared to the previous year's 2016. On May 10, 2017, the Moon Jae In government plans to gradually abolish the duty police system. Instead, Moon Jae-in is expected to increase the budget in this field by announcing that the government will add another 20,000 new police officers. The system should be further expanded, improved and developed in the future. The main reason is that the police officers should be able to devote themselves to protecting the lives and property of the citizens as a healthy police officer by escaping from the stress of police administration welfare. Finally, this study was carried out with the purpose of reviewing the process of implementing the police customized welfare system every year and reviewing the improved areas and processes one by one.
