취업복지를 위한 한국경찰 채용제도 개선방안에 관한 연구
취업복지 향상을 위한 경찰공무원의 채용제도는 세계 각국의 경찰제도나 정부 부처 공무원의 채용제도 등에 영향을 받아 운영되고 있다고도 볼 수 있을 것이다. 그리하여 한국 경찰공무원의 채용제도는 우리나라 남북분단의 지정학적 특수요소 와 함께 국가경찰제도를 채택하고 있는 특성에 의하여도 영향을 받고 있다고 생각 된다. 그러므로 한국 경찰공무원의 채용제도는 주로 공개채용제도와 특별채용제도를 운영하고 있음으로 양제도의 실태를 분석해 보고, 제도상의 문제점을 고찰해 본 후에 개선방안을 모색해 보기로 하였다. 우선 대두 되는 문제는 공개채용제도에 있어서 남자와 여자의 모집인원수에서 의 차별을 경찰업무의 특수성과의 조화를 이루면서 양성평등과 인권차별소지를 불식 시키느냐의 방안을 마련하고자 하는 중요한 이슈를 해결하고자 한다. 그 외 에도 취업난으로 인한 과중한 수험생들의 부담을 경감시켜주는 취업복지방안의 모색과 자치제경찰 도입 논의와 수험부담 완화에 따라, 신임공채 순경 등에 대한 지방경찰청 교육센터 교육훈련 강화방안을 강구하는 개선방안을 제시하여 지방화 시대에 걸맞는 신임채용 경찰공무원의 자질향상을 도모하고자 한다.
A study on the Reformative Device of Korean Police Officer's Recruiting System for the Welfare of Employment
Recruiting system of police officer for the welfare of employment is operated under the influence of police system of the world state and the government's post. Also, I think that the recruiting system of Korean police officer is influencing under the specific character adapting national police system with the geo-political special element of Korea. Therefore, because the recruiting system of Korean police officer is operating chiefly the open recruitment and the special recruitment, after analyzing the realities of both systems and the investigation of institutional problems I will explore ways toward reformed device. First, a problem raising our head about the gender gap of the masculine and the feminine in open recruitment system caused the discriminative treatment of gender. This problem must solve to match with the specific character of police affairs. Also, we must reduce the heavy burdensome of a student preparing himself for an examination because of the difficulty of employment for the sake of the welfare of employment. In accordance with Introduction of the municipal police, we must prepare reinforcing device for the education and training of provincial self-government Police Academy fitting for the newly appointed police.
