한국 외사경찰의 발전 방향에 대한 고찰 : 조직과 인력을 중심으로
외사 경찰활동을 둘러싼 치안환경은 교통수단과 정보통신의 급속한 발전과 국 제화에 따른 인적․물적 교류의 증가 등으로 인해 급격하게 변화되고 있다. 2016년 국내 체류외국인은 2,049,441명으로 2007년 100만 명을 넘어선 이후 9년 만에 200만 명을 돌파하여 전체 인구의 4% 수준으로 증가하는 등 우리사회 의 외국인이 빠른 속도로 증가하고 있다. 2011년부터 2015년까지 연평균 8% 증 가한 것을 감안하면, 2021년 국내 체류외국인은 300만 명을 넘어서고 통계청 추 계 2021년 우리나라 인구(51,566,389명) 대비 외국인 비중이 5.82%로 OECD 평 균(5.7%)을 상회할 것으로 예상된다. 본 연구에서는 먼저 국내 외국인범죄, 재외국민 안전, 테러 등에 있어 급변하는 외사경찰의 치안환경을 진단하고, 이에 대응하는 외사경찰의 인력ㆍ조직상 문제점 과 개선 방안을 고찰함으로써 한국 외사경찰의 발전 방향을 모색해 보고자 한다.
A Study on the development of Foreign Affairs Police of Korean National Police Agency - focusing on Organization Development and Human Resources Management -
The security environment surrounding Foreign Affairs Police is undergoing a torrential transformation, along with the speedy advances in transportation and information technologies. In 2007, the number of foreign population in Korea stood at over 1 million for the first time. And in 2016, the figure doubled to 2,049,441 only in 9 years, attesting to the rapid growth of foreigners in Korea. Because the number of foreigners in Korea has grown 8% per year from 2011 and 2015, the figure is expected to reach 3 million in 2021, which will be equivalent to 5.82% of the entire population. This is above the OECD average sitting at 5.7%. In this point of view, I will examine the rapidly changing security environment of the Foreign Affairs Police will be encountering, including crimes committed by foreigners in Korea, crimes committed against Koreans abroad and counterterrorism. Then I will suggest plans through which the KNPA Foreign Affairs Police will develop itself to cope with the current security problems through the management of human resources and organizational reform.
