경찰 순찰근무 개선방안 고찰
경찰은 국민의 생명과 재산을 보호하고 범죄의 예방, 수사 및 진압 등 기타 공공 의 안녕과 질서를 유지하는 역할을 수행하는 조직이다. 이러한 여러 경찰의 임무 중에서 가장 기본적이면서도 중요한 업무는 범죄의 예방이며 이를 위한 경찰의 순 찰활동은 경찰업무의 가장 기본적인 뼈대라고 할 수 있다. 역사적으로도 1829년 영국에서 최초로 공식화된 경찰이 창설된 이후 순찰근무는 경찰의 가장 가시적이 면서도 중요한 업무로 자리매김 하였으며 우리나라도 이에 대한 중요성을 인식, 전국 515개의 지구대, 1,438개의 파출소에서 경찰인력의 약 50%에 가까운 지역 경찰이 근무를 하며 불철주야 순찰근무가 행해지고 있다. 이를 반영하듯 캔자스시 예방순찰 실험, 뉴저지주 Newark 도보순찰실험, 미시 간주 Flint 도보 순찰실험 등 미국을 포함한 여러국가에서 순찰과 관련된 많은 연 구가 행해졌으며 다행스럽게도 최근에는 국내에서도 이에 대한 연구가 행해지기 시작하였다. 그 결과 경찰 순찰활동의 효과를 극대화하기 위해서는 기존의 광범위 한 지역중심의 차량순찰보다는 우범지역 중심의 소규모 단위로 세분화해서 이를 중심으로 차량 및 도보 순찰근무를 실시하는 것이 효과적인 것으로 나타났다. 그러나 우리나라는 순찰근무의 중요성에도 불구하고 투입 경찰력과 그에 따른 산출 효과 등의 가시적이면서도 즉각적인 효과를 알기 어려운 경찰 업무의 특성으 로 인해 위 연구 결과를 접목하지 못한 채 과거부터 지속되어온 단순한 차량순찰 을 주로 하는 근무형태를 크게 벗어나지 못하고 있는 실정이다. 따라서 본 연구는 이러한 한계를 극복해 보고자 기존의 연구결과를 분석하여 순 찰근무 개선 방안을 마련해 보았다. 먼저 외국 선진국의 수준에 버금가는 경찰인 력의 증원을 통해 더 많은 지역경찰의 순찰인력을 확보해야 하며 이를 바탕으로 기존의 순찰구역을 더욱 소규모로 구분, 일정 인원을 한 팀으로 구성하여 최근 주 목받고 있는 빅데이터 자료를 근거로 관내 범죄 특성에 맞는 차량 및 도보순찰을 자율적으로 계획, 수행한다면 보다 국민을 위한 효율적인 경찰순찰근무가 될 것이라고 기대한다.
A Study on Improvement of Police Patrol Work
Police are organizations that protect the lives and property of the people, preserve crime, investigate and suppress crime and other public well-being and order. One of the most basic and important tasks among these various police duties is the prevention of crime, and the police patrol activity is the most basic framework of the police work. Historically, after the creation of the first officially established police officer in England in 1829, patrol duty has become the most visible and important task of the police, and Korea has recognized the importance of this, and in the 515 districts across the country, 1,438 police stations Nearly 50% of local police are working and patrolling in the city is underway. As a reflection of this, many researches related to patrols have been conducted in various countries including the US including the Kansas City Prevention Patrol Experiment, the New Jersey Walk Patrol Experiment, and the Michigan Walk Patrol Experiment. Fortunately, recent studies have been conducted in Korea. In order to maximize the effectiveness of police patrol activities, it is effective to carry out car and pedestrian patrols centered on small-scale units based on the outrageous area rather than the existing wide area-based vehicle patrols. However, in Korea, despite the importance of patrol duty, due to the nature of the police work, which is difficult to understand the immediate effect of the input police force and the resulting effect, It is a fact that it does not deviate much from the working form. Therefore, this study has tried to overcome these limitations by analyzing the existing research results and preparing ways to improve patrol duty. First, it is necessary to secure the patrol personnel of more local police through the increase of police manpower comparable to the level of foreign advanced countries. Based on this, the existing patrol area is divided into smaller ones, It is expected that it will be more efficient police patrol duty work for the people if autonomous planning and carrying out the vehicle and the walking patrol according to the characteristic of crime based on the Big data.
