112 위치조회의 긴급대응역량 향상방안에 관한 연구
2011년 수원에서 발생한 일명 ‘오원춘 사건’은 경찰이 피해자의 위치를 파악하지 못하 여 불행한 결과를 막지 못했다는 비판을 받았고 이후 경찰에서 112를 통해 접수한 신고 에 한해 요구조자나 신고자 본인의 위치를 조회할 수 있도록 하는 계기가 되었다. 제도의 탄생 목적을 다하기 위해 경찰에서는 적극적으로 위치정보사업자에게 위치정보제공을 요 청하고 업무에 활용하여 왔으나,「위치정보법」상 요구조자의 사전 의사확인을 의무화한 규정, 신고자 본인에게 위치조회 동의를 구하는 현실 등이 사안 해결을 위한 신속한 위치 파악에 장애로 작용하는 경우가 많았다. 또한 측위기술상 오차가 적은 wi-fi나 GPS 위치 값의 현출도가 낮거나, 휴대전화 유심칩이 빠진 경우, 전원이 꺼진 경우 등에는 위치 파 악 자체가 어렵거나 불가능해 정확한 위치파악에 애로요인으로 작용하였다. 이에 본 연구에서는 경찰의 긴급대응역량 향상을 위한 112 위치조회 개선방안을 모색 하였는데 현실과 맞지 않는 요구조자 사전 의사확인 의무화 규정은 폐지하고 사후 의사확인으로 통일하되 대신 경찰관의 정보 남용 우려는 「위치정보법」상 조회항목의 명확 한 적시와 관리자의 승인절차 강화로 해결할 필요가 있다. 또한 112를 통한 위치조회시 에도 119를 통한 위치조회와 마찬가지로 신고자 본인의 위치가 자동으로 현출되어 위치 파악의 시간을 단축함으로써 1초라도 빠른 긴급대응이 가능하도록 해야 한다. 한편, 측위 기술의 정확도 제고를 위해 공공 wi-fi를 확대하여 wi-fi위치의 현출도를 높이고, 실내 측위값을 얻지 못하는 GPS 위치조회의 경우 이동통신사업자로부터 고도와 관련된 정보 를 제공받을 수 있게 제도적 개선이 요구된다. 중·장기적으로는 경찰교육기관 주도로 민 간사업자와의 연구개발사업을 통해 유심칩이 없거나 전원이 꺼진 휴대전화의 위치도 확인할 수 있도록 기술적 개선을 도모하여야 한다.
A Study on the Improvement Plan of Emergency Response Capacity in 112 Location Check
The so-called "Oh Won-chun incident" in Suwon in 2011 was criticized for failing to prevent unfortunate results because the police could not locate the victim, and later allowed the police to check the location of the requester or reporter only for reports received through 112. In order to fulfill the purpose of the system's birth, the police have actively requested location information provider to provide location information and used it for their work, but the "Location Information Act" required the consent of the reporter to check the location. In addition, it was difficult or impossible to pinpoint the exact location of Wi-fi or GPS, such as low errors due to measurement technology, or when the mobile phone USIM chip is missing, or the power is turned off. In this study, 112 location checks were sought to improve the police's emergency response capability, but the regulation on mandatory pre-consideration of demanders that do not match the reality should be abolished. And it is necessary to resolve concerns over police officers' information abuse through a clear timely manner of inquiry items under the Location Information Act and strengthening the approval process of managers. In addition, the location of the reporter's own location should be automatically displayed when inquiring the location through 112, as well as through 119, reducing the time of location identification so that emergency response can be made even for a second. In order to improve accuracy of measurement technology, it is required to increase the presentation of the Wi-fi location by expanding the public Wi-fi, and to provide information related to altitude from mobile communication service providers. In the medium and long term, technological improvements should be made to verify the location of mobile phones without USIM chips or powerd off through research and development projects with private businesses led by police educational institutions.
